  4. Is led by the people receiving support
  5. Creates effective changes in social and emotional skills
  6. Includes strategies for supporting everyone within family and other social settings
  7. Decreases the chance problems will occur
  8. Is measurable and monitored across settings
  9. Includes different practices and is sensitive to diverse values
